Baker has spent his entire professional career as a student of Congress and the legislative process. He was a Fellow with U.S. Senate Committee on the Budget in 2014, where undertook a comprehensive review of congressional budget process reform options. His research with the Committee emphasized congressional budget process issues related to potential breaches of the debt ceiling and matters of presidential impoundment authority. His fellowship at the Committee was undertaken in conjunction with the position of Visiting Research Scholar at Hillsdale College, which he also held in 2014. Prior to his fellowship, Baker was the F.M. Kirby Research Fellow at The Heritage Foundation. His research at The Heritage Foundation, which covered the time from 1989 through 2013, was focused on national security and defense policy issues. This included matters related to defense budgets, missile defense, nuclear issues and arms control. He played a prominent role in The Heritage Foundation’s research related to extricating the U.S. from the 1972 Anti-Ballistic Missile (ABM) Treaty in the aftermath of the collapse of the Soviet Union; outlined the dangers posed by U.S. ratification of the Comprehensive Test Ban Treaty; and created a series of tabletop exercises for examining stability issues in the context of the proliferation of nuclear weapons. Prior to joining The Heritage Foundation, Baker worked as a Legislative Assistant to two United States senators. He received his BA from Washington & Lee University in 1980 and his MA in National Security Studies from Georgetown University in 1988. He heads up educational efforts for the congressional resolution that is need to activate the Compact for a Balanced Budget.
