    Timeline

    • December, 2012 - 6-12 red and blue state governors come together and agree to take a leading role in having their states join the compact, thus becoming the “Founding Member States”
    • December, 2012 – January, 2013 - Sponsors lined up in each house of the 50 state legislatures
    • January, 2013 - Lobbying teams hit the ground in the 50 states to push for passage of legislation to join the Compact
    • January, 2013 - Lobbying teams in place to push passage of Omnibus Resolution in the U.S. Congress
    • April, 2013 - Congressional Omnibus Resolution is passed by Congress
    • January-May, 2013 - states join the Compact, with the 38th state to come onboard by the end of May and the provisions of the Compact go live
    • June, 2013 -  38 applications are delivered to Congress and the Convention is called pursuant to the provisons of the Compact and the Omnibus Resolution
    • July 4, 2013 – 24-hour convention is held in Dallas, Texas.  The governors assemble as delegates and vote to propose the BBA
    • July 7, 2013 – Congress is notified of the proposed BBA, and the proposed amendment is automaticlly submitted to the states and ratified pursuant to the terms and provisions of the Compact and the Congressional Omnibus Resolution
    • July 31, 2013 – the Archivist of the United States is notified of the ratification of the BBA by the 38 member states, and shortly thereafter, the Archivist certifies the incorporation of the BBA into the Constitution of the United States.
